3792538 - Cannot Control RFQ Creation at Intermediate Steps in PR Flexible Workflow, RFQ Allowed Only After Approval - SAP S/4 HANA

• When a Purchase Requisition (PR) is configured with a multi-step Flexible Workflow, the system does not allow creation of a Request for Quotation (RFQ) while the PR is still in an intermediate approval step.
• The business requirement is to create an RFQ when the PR is partially approved but not yet fully approved. However, the PR remains blocked for follow-on document processing until the workflow is completed.
• The same requirement is possible when using the Classical Release Strategy with Classification, where RFQ creation can be controlled based on the release status.
