3792701 - DRC Mexico Statutory Reporting - BC Set FIMX_BCSET contains forbidden data / empty and SCPR551 error when implementing SAP Note 3651522

When implementing SAP Note 3651522 (DRC - Mexico Reporting: Post-Implementation Objects for SAP Note 3639546), the BC Set activation fails:

• In transaction SCPR3, uploading the BC Set file FIMX_BCSET.bcs returns the message "BC Set FIMX_BCSET contains forbidden data" with the detail: "All data for object FIMXV_RGN_CLFN of IMG act. FIMXV_RGN_CLFN_OP deleted from the BC Set".
• After confirming, the BC Set is saved empty — there are no entries left to activate.
• In transaction SCPR20, activation of BC Set FIMX_BCSET fails with message SCPR551 "Invalid value of parameter in function module call" and the warning "No data found for one or more BC Sets".
