3792858 - Certificates can be added or edited despite view-only RBP in growth portfolio

Certificates are configured as View Only in Role-Based Permissions (RBP), but users can still add, edit, and delete certificates in Growth Portfolio.

• Growth Portfolio

1. Sign in as a user who has Growth Portfolio access with Certificates set to View Only in RBP.
2. Navigate to Growth Portfolio and select Add.
3. Choose the Certificate category and add a certificate.
4. Observe that the user can add, edit, or remove certificates despite View Only settings.

Known limitation in the current system design: Role-Based Permission Target Criteria does not apply for Certificates.

1. This behavior is by design due to a known limitation: RBP criteria do not apply to Certificates in Growth Portfolio.
2. Refer to the limitations help documentation for Certifications to understand current constraints and planned improvements.
3. Monitor product updates and the referenced note for any changes to permission handling for Certificates.
