Symptom

SAP has introduced the SAP API Policy(Link), and based on this SAP SuccessFactors will be implementing the API rate limiting across its platform. Starting with the 2608 release (August 17, 2026), soft rate limits and standardized rate limit response headers are being applied to all existing tenants.
