3792958 - Some users cannot login particular application via IAS due to User Application Access configuration

• For one particular application, some users cannot login and other users can login.
• For the users cannot login the application, they can login other applications with their username and password via IAS, such as system application User Profile
• For the application, the users were not blocked by risk based authentication rule, or there is no risk based authentication rule configured.
• Checking the IAS troubleshooting log, the log shows the user logged on the successfully.
• In IAS admin console=>the application=>Authentication and Access tab=>User Application Access: "Private" is selected.
