3793136 - User search fails when creating substitution with 'user details cannot be displayed' error in Task Center

• An error occurs when creating a substitution in task center (it's observed in EU10 and EU30)
• "User details cannot be displayed at the moment. Please try again later, and if the problem persists, contact your administrator."
• "Error occurred. IO failed... Read timed out." error in Console log
