3793381 - I-9 Pre-Migration Report is blank - Onboarding 1.0

Pre-Migration report is blank in Onboarding 1.0 super admin.

SAP SuccessFactors Onboarding 1.0

1. Run the initial Pre-Migration report in Onboarding Super Admin and confirm it returns user results.
2. Run the I‑9 Audit Trail Data Migration.
3. Re-run the Pre-Migration report again and observe it returns empty.

Expected behavior.

The Pre-Migration report lists only I‑9 activities that have never been migrated and are still in pending status. After at least one migration run and with no pending I‑9 reverification processes, the Pre-Migration report is expected to be empty.
