3793422 - wbs description empty in f4 help "search: settlement receiver" for settlement rule

Symptom

In the Change Maintenance Order app (W0017), when a settlement rule is maintained and F4 help is used on the WBS receiver field, the dialog "Search: Settlement Receiver" displays the WBS element, but the Description column remains empty.

The same empty description can appear in other WBS element search helps (for example in CJ03 or CJI3) when the P search (project/WBS number) is used. The description may still be filled when the K search is used.

The WBS master data itself can contain a short text. The issue occurs when no short text is maintained in the logon language.
