3793540 - Mandatory Field Validation Blocks Save for Users Without RBP Field Access in Latest People Profile When Using Metadata Rules

Symptom

After migrating to the new People Profile with card-level configuration enabled, and migrating Configurable UI "Required" rules with Metadata Rules to onInitialise rule, users without RBP (Role-Based Permission) access to a specific MDF field are blocked from saving the record because the mandatory field validation is enforced against them.

This behavior differs from the legacy Configurable UI, where RBP took precedence over mandatory validation - users without field-level permission were not subject to the "Required" attribute and could save the record successfully.
