3794205 - Background Element Text Instruction Not Visible During Application Steps in New Candidate Experience

When the New (Reimagined) Candidate Experience is enabled and a Text Instruction is configured within a Background Element in the Candidate Profile Template (CPT), the instruction text is visible to the candidate only when they navigate to the "My Profile" page and select the tab corresponding to that Background Element.
However, the same instruction text does not appear during the application flow when the candidate reaches the step associated with that Background Element.

This is a known product limitation in SAP SuccessFactors Recruiting. Background Element text instructions are designed to display exclusively within the Candidate Profile ("My Profile") page and are not rendered during the application steps of the apply flow. The behavior has been confirmed by SAP Product Managers and Developers as intentional by design.
