3794388 - Error "An error occurred, kindly retry" when generating OAuth token in BILP

• When generating an OAuth authorization token in BI Launchpad, the popup shows: "An error occurred, kindly retry. If issue persists, please contact your administrator. please close this window."
• APS running the STS logs show:
  STS: Error occurred when requesting an OAuth Refresh Token from Authorization server (for CUID <ServerName>), cause : Missing request token from the authorization server.. (FWM 02153)
