3794452 - Planned orders do not determine setup time from setup matrix in PP/DS

Symptom

Planned orders in some locations do not pick up setup time from the setup matrix in PP/DS. Even though the setup group is correctly determined in the planned order, also no error messages are displayed or recorded.

Characteristic-based setup matrix (dynamic generation) is used; operation-level static setup group is not required.
