You are unable to remove a user allocation because the resource's organization and cost center information are missing in Resource Management (RM).
Sample behaviors:

• In "Manage Resource Utilizations" app, when you remove an assignment, it displays the error: "Resource does not actively belong to the resource organization XXX".
• In "My Resources" app, the work assignment details show missing cost center information.
