3795030 - BIB configuration changes are not reflected immediately in ECS4HCM

Symptom

In ECS4HCM, the BIB configuration changes are not reflected immediately. For example, you change the field mapping but the replication is still using the old configuration. 

It happens in both employee master data replication and org object replication.

Same happens with new code.
