3795536 - Incorrect price displayed on Learning Approvals for External Training Requests

Fixes an issue where external learning requests displayed an incorrect price on the "Approvals" page and approval cards in the "Requests for Me" section when the Tuition Amount and Book Amount were populated in Section C, but the Total Amount was incorrect.

This scenario affected both pending and approved requests and resulted in an incorrect approval amount being shown to requesters and approvers.
