3795634 - User with display-only authorization (S_RFC_ADM ACTVT=03) can modify RFC destinations by using TOGL in SM59

Symptom

By entering TOGL in SM59, the user with display-only authorization (S_RFC_ADM ACTVT=03) can switch the screen to modify RFC destinations.

This action bypasses the required change authorizations (S_RFC_ADM ACTVT =01, 02, 06).
