Inquiry on whether an external candidate can use the "Refer a Candidate" option on the external career page or recruiting system to refer someone.

• By design, the Employee Referral feature is restricted to internal employee users. External candidates do not have access to the internal career site (Careers tab) where referral functionality resides and therefore cannot submit referrals.

1. Note expected behavior: Only internal employees can create referrals via the internal career site (Careers tab).
2. External candidates cannot initiate referrals themselves from the external career site or recruiting system.
3. External candidates may still apply using referral links that are shared with them by employees.
4. No configuration changes are required, as this is standard system behavior.
