3795778 - Some attachments were not be migrated and left with source category in table SPFFPHIO after report RSIRPIRL execution

When execute report RSIRPIRL with selection parameter 'P_EMPTY' enabled, some attachments were not migrated to the target repository as expected. These attachments retain their source category and remain in table SOFFPHIO without being updated. Their state code are "0000" like below.
