3795922 - Label disparity for Change Electronic Signature PIN under Options and Settings

The label responsible for the Change Electronic eSignature PIN under Options and Settings has a disparity whether IAS migration/activation has occurred.

1. Issue only seen when comparing two tenants one where IAS activation/migration has been done and the other where it is not
2. Navigate to labels and note the label.PIN value & the label.changeElectronicSignPin value
3. Notice each apply to this value under options and settings page depending on the environment

Learning-only IAS activation causes different label behavior by design.

When IAS is not activated, this Options and Settings "PIN" localization uses the label.PIN, note this label is also used for the "PIN" beside the box where a user enters a PIN when recording item completion as well.
When IAS is activated, this Options and Settings "PIN" localization uses the label.changeElectronSignPIN
