3796280 - Variable Pay fields are populating in Story reports despite no data in the Compensation form

When running a Story report built on Compensation forms, fields are populating with values for users whose templates are empty.

SAP SuccessFactors HCM Suite

Users are not eligible for Variable Pay from (or VRP Tab from Total Compensation forms) as per the rule-based eligibility rules (Manager Form Eligibility, Employee History Eligibility, or Bonus Plan Eligibility).

Even users who are not eligible, most calculations are still performed and will remain stored at the backend, only greying out those values visualization at the Compensation UI while still fetching them in Story reports.
