3796321 - Dependent Location Demand generated without transport receipts when supplying location is outside the planning subnetwork

When running the S&OP Time Series Based Supply Planning Heuristic for a subnetwork that covers only a destination location (e.g., a DC), the following behavior is observed:

1. Dependent Location Demand is generated at the supplying location (e.g., a plant) based on the demand at the destination location and an active transport lane.
2. No Transport Receipts are generated at the destination location from the supplying location.
3. As a result, Projected Inventory at the destination location becomes negative and continues to deteriorate across planning periods.
4. There is no customer demand or STO demand on the DC  only inventory target demands yet dependent location demand appears at the plant.
