3796477 - Packaging Specification not considered for Putaway WT split after QM Usage Decision Follow-Up Action

Symptom

A packaging specification is configured for putaway Warehouse Task (WT) creation.
When WTs are created directly from an inbound delivery (e.g., from GR zone to quality inspection bin), the system correctly splits the quantity according to the packaging specification.

However, when the actual putaway WT for final bin is created automatically after a Quality Management Usage Decision (UD) via the standard follow-up action, the system creates a single WT for the full quantity without applying the packaging specification split.
