3796483 - Proof of good health request not created after enrollment when guaranteed issue amount is zero or in first enrollment

Insurance enrollment show pending proof of good health details in latest enrollment experience, but no proof of good health requests are listed in Benefits Admin Overview for administrator review.

Guaranteed Issue Amount (GIA) was configured as 0 in the proof of good health (EOI) business rule, which prevents creation of the request; the system requires GIA to be greater than 0.

Also, keep in mind that if rule conditions evaluate if the user is “already enrolled”, this restricts the execution to edit scenarios, so proof of good health does not run at first enrollment. 

In the proof of good health/EOI business rule(s) attached to the impacted benefit plans, set the Guaranteed Issue Amount to a positive value (for example, 0.01) instead of 0.

Ensure the Guaranteed Issue Amount remains less than any selectable coverage amount when all coverage options must pend for proof of good health.

Remove or adjust any rule conditions that limit execution to edit scenarios (for example, conditions checking if the user is already enrolled), so the rule runs during first enrollment and on edits.
