3796537 - GSTR1 report not working after 2608 upgrade

After upgrading the system to release 2608, the India GSTR1 reporting activity/run may remain stuck in "Submitted to Authority" status and does not progress.

The following symptoms may be observed:

• The GSTR1 reporting activity/run remains in "Submitted to Authority" status.
• The New Run button is greyed out.
• When attempting to manually update the submission status, the following error is displayed:
  "Manually updating the Submission Status is not permitted."
• The Reconcile and File GSTR1 activity remains in "Not Started" status.
• The reporting task may remain overdue.
• The issue occurs after the system is upgraded to release 2608.

SAP S/4HANA Cloud Public Edition

1. Open the Run Statutory Reports application.
2. Select a reporting entity and the desired reporting period.
3. Open the GSTR1 reporting activity/run, which shows the status "Submitted to Authority".
4. Attempt to update or process the submission status; the error "Manually updating the Submission Status is not permitted." is displayed.
5. Observe that the "Reconcile and File GSTR1" activity remains Not Started and the process cannot be completed.

• With release 2608, the new GSTR reporting activities are introduced, while the legacy GSTR reports are deprecated.
• The relevant configuration is maintained in the configuration activity Setting Up Your Statutory Reporting (SSCUI 101071).
• If the GSTR1 reporting configuration is not maintained according to the new reporting activity setup, the GSTR1 process may remain in "Submitted to Authority" status. Manual changes to the submission status are restricted, resulting in the error:
• "Manually updating the Submission Status is not permitted."
• The legacy GSTR reports are deprecated from release 2608 and are planned to become obsolete from release 2708.

If the legacy GSTR1 reporting activities must still be used before release 2708, maintain the following configuration:

1. In the configuration activity, search for and open Setting Up Your Statutory Reporting (SSCUI 101071).
2. Create or select the relevant reporting entity, for example: IN_BUPL_GJ
3. Add the report category: IN_GSTR1_DCL
4. Maintain the required periodicity for the report category.
5. Under Parameters specific to report category, maintain the following parameter:
   • Parameter Name: IN_GSTR1_NEW_ACTY_IND
   • Valid From: <DD/MM/YYYY>
   • Low: <blank>
   • High: <blank>
     
     
     
6. Save the configuration.
7. Retest the GSTR1 reporting process.

After the configuration is maintained, verify that the GSTR1 reporting activity can be processed successfully and that the subsequent Reconcile and File GSTR1 activity can be started.

Note:

• Recommended to migrate to and use the new GSTR1 reporting activities introduced with release 2608.
• Refer to the relevant GSTR1 setup documentation and the deprecation information provided in the See Also section.
• The above configuration is an interim option for those who need to continue with the legacy GSTR1 reporting activities. Users should plan to move to the new GSTR reporting activities, as the legacy GSTR reports are deprecated from release 2608 and become obsolete from release 2708.
