3797146 - Unable to deactivate validation rule in Manage Substitution / Validation Rules app in Production tenant - SAP S/4HANA Cloud Public Edition

In Manage Substitution / Validation Rules - Journal Entries, the Disable and Edit options are unavailable in the Production tenant. These options are available in the Customizing and Test tenants but are missing in Production, making it impossible to deactivate or edit an existing substitution or validation rule directly in the Production environment. 

SAP S/4HANA Cloud Public Edition.

1. Open Manage Substitution / Validation Rules Journal Entries in Production tenant.
2. Observe that there is no "Disable" button to deactivate the validation rule in Production.

Changes to these rules must be made in the lower tenant and then transported to the Production system using the Export Software Collection app.

Substitution and validation rules are configured in the configuration environment. An administrator assigned with the transport management-related business catalogs SAP_CORE_BC_SL_IMP and SAP_CORE_BC_SL_EXP must follow the steps below to transport these rules to the production system ("P system"):

1. Access the Export Software Collection app in the system that you use for configuration.

2. Create a software collection and choose Add Items.

3. Select the Financial Substitution and Validation type and the rules you want to transport.

4. Choose Export. If the export is successful, proceed to the next step. Otherwise, repeat steps 2–4.

5. Access the Import Collection app in the P system.

6. Open the right version of the software collection created earlier. It should have the Ready for Import status.

7. Choose Import. If the import is successful, the rules are transported to the P system and can be applied in the relevant runtime apps.

All changes to rules can be transported in this way, including rule creation, change, deletion, and activation. However, a rule with a draft version cannot be exported. The draft must either be deleted or activated.
