Symptom
- RBA is configured to lock an account after X consecutive failed password login attempts
- A user fails password authentication X-Y times, then successfully logs in using a Passkey.
- After the Passkey login, the user fails password authentication Y more times, but the account is not locked, and the failed login counter appears to be reset.
