3797463 - Configuration Transport Center - Performance management import completes status "Import Completed with Warnings" - "The XML file for form templates contains custom message key" and the Promote button is missing

• You're using Configuration Transport Center to move Performance Management form templates between tenants (Tenant A to Tenant B)
• The templates contain custom message keys (msgKey) 
• The import completed with a status of Import Completed with Warnings
  • "The XML file for form templates contains custom message keys. Please define them in the target tenant."
• The templates are successfully imported to the tenant, the Form Label Translation files are maintained separately
• You wish to Promote the bundle to another tenant (Tenant B to Tenant C), however the Promote button is missing

• Message key values are maintained in the Form Label Translation files. Form Label Translation files are not included with Performance Management configurations, they are under the Platform Configuration Area. The system presents a warning to remind admins that the translations will need to be maintained in the target tenant, the warning will be shown whenever a template contains message keys, regardless if the keys are maintained in the source tenant. 
• The Promote action is applicable only for transport bundles with the Import Completed or Promote Failed statuses. Since the bundle has the Import Completed with Warnings status, the Promote button will not be shown.

• The Form Label Translation files can be migrated using
  • Configuration Transport Center under the Platform Configuration Area
  • In admin center Managing Form Label Translations
• To transport the bundle to a different tenant (Tenant B to Tenant C), you'll need to create a new bundle to transport the form templates.
