User A and User B are assigned to the Admin (pre-configured) Policy Group, and have no Planning Scenarios assigned.

However, the two users experience inconsistent data visibility on the Planning and Dispatching Board:

• User A can view all data as expected.
• User B can only view a limited subset of the data.
