3798340 - Manage KPIs and Reports App: Custom Business Catalogs are not available in Select Catalog

1. Existing custom business catalogs are not loaded or displayed in the Select Catalog dropdown during app creation in the Manage KPIs and Reports app.
2. New standard technical catalogs cannot be created using transaction /n/UI2/FLPAM (SAP Fiori Launchpad Application Manager app).
