3798585 - Why can an API return an error code not documented for that API in SAP Customer Data Cloud?

Symptom

Audit logs show API accounts.notifySocialLogin returning error code: 403101 (Account Pending TFA Verification). However as per documentation:Response Codes and Errors, error code '403101' can only be returned for following APIs: accounts.login, accounts.socialLogin, accounts.finalizeRegistration, socialize.notifyLogin, and socialize.login.
