3798589 - Error when importing compensation statement template xml: "the xml of the statement template file has been modified outside of the statement editor" - Compensation

When importing a compensation statement template XML in Manage Statement Templates (that has no changes/edits done), you get the following error message:

• The XML of the statement template file has been modified outside of the Statement Editor. Only template files modified in the Statement Editor can be imported.

The error occurs even when a new statement template is added from the Success Store, exported to XML without changes, and then re-imported.
