3798704 - Ad Hoc Issue object selection is restricted by user authorization in SAP GRC Process Control

When creating an Ad Hoc Issue in SAP GRC Process Control, a user can create the Issue but cannot see or select all Organizations or other objects available in the system.

The Object Selection filter displays only the objects for which the user has the required authorization.

This can lead to the expectation that any user who is allowed to create an Ad Hoc Issue should also be able to select any Organization or object in the system.
