3798723 - Issue Owner is automatically populated with a default user when creating an Issue in SAP GRC Process Control

When creating an Issue in SAP GRC Process Control, the Issue Owner is automatically populated with a specific GRC user instead of the expected recipient determined by the relevant role, organizational assignment, or workflow configuration.

The behavior can occur when Issues are generated from specific Process Control plans or entities, for example through a Disclosure Survey plan.

If multiple users are maintained as fallback receivers, removing one user from the configuration may result in another configured fallback user being automatically assigned as the Issue Owner.
