3798746 - Info Record can be created with Net price 0 - SAP ERP & S/4HANA

Symptom

In ME11, the Purchasing Organization Data 1 tab does not allow Net Price to be left at 0.00. However, In the Conditions tab, setting Amount to 0.00 is accepted and the record can be saved, resulting in a Purchase Info Record with Net Price 0.00.
The same behavior occurs in ME31K for Contracts and in ME31L for Scheduling Agreements.
