3798760 - Duplicate tender requests sent after carrier rejection

• When batch program /SCMTMS/TOR_TENDERING_BATCH runs more than once, freight orders where all carriers already rejected a previous tendering plan are selected again for a new tendering cycle.
• A new tendering plan (for example, Tendering 2) is created with the same carriers, and new freight quotation requests are sent to carriers who already submitted a rejection.
• The previous tendering plan shows status Complete with all carrier responses as Rejected.
• Carriers receive multiple tender requests for the same freight order across consecutive batch runs.
