3798833 - Why one instance "sap-cloud-alm-api-cert" is created by SAP in SAP BTP Cockpit?

Symptom

In BTP Cockpit > SAP Cloud ALM Subaccount > Instances and Subscription, there is one SAP Cloud ALM API instance named "sap-cloud-alm-api-cert" created by SAP.
"Created by" was by a string of characters, which indicates that this API instance was not created manually by the users, but by SAP automatically.
In this API, Service Bindings with name format <System ID>_<Client ID>_<System Number> are generated.
