Symptom
- After an instance refresh, external recruiter/agency email addresses appear mixed across agencies (for example, agency A shows email ids from agency B).
- Emails and notifications in the refreshed test system may be associated with the wrong agency users.

Reproducing the Issue
- Perform an Instance Refresh from a source system to a test environment with data anonymization/scramble enabled.
- Navigate to agency/external recruiter management in Admin Center and review the email addresses assigned to agencies.
- Compare the assignments with the source system and observe that some agency email addresses are mixed between different agencies.
Cause
- The Instance Refresh data anonymization (“scramble”) feature does not preserve original external recruiter/agency email addresses; it mixes them, leading to cross-agency assignments in non‑production environments. This is expected behavior.
- Assigning the same email address to multiple users is not supported.
Resolution
The engineering team is aware of this issue, and a code correction has been developed to address it in a future release. However, there is currently no confirmed timeline for when the fix will be implemented.
As a short-term workaround, customers can create a case under LOD-SF_RCM-POR to request a script that will clean up the affected agency database by replacing the agency user email addresses with dummy@sap.com.
