3799900 - Action code not populated (blank) when PO line item Delivery Date is changed in Outbound EDI message

• Changes made to a purchase order line item's delivery date are not reflected because the corresponding item action code is missing in the Change PO outbound XML.
• The supplier does not receive the updated delivery date details in the edi message.
• The issue can be replicated in a lower environment.

1. Create a standard purchase order with a full EDI supplier integrated via an external network (for example, Supply ON).
2. Change the purchase order line item delivery date.
3. Check the outgoing Change PO XML; the item action code is missing.

• By current design, when the delivery date is changed, the item-level action code is not returned as "02" and remains blank in the Change PO XML.
• When schedule lines or account assignment fields are print-relevant, the item action code may also be blank.
