3800238 - SRT Framework error "Direct connect to servicos.portaldasfinancas.gov.pt:701 failed: NIECONN_REFUSED" when testing WSPT_AT_ENDPOINT in SOAMANAGER

Symptom

When executing a Service Ping for the Portuguese Tax Authority web service (WSPT_AT_ENDPOINT) in SOAMANAGER, or when testing communication with the Portuguese Tax Authority, the connection fails with an SRT Framework exception. The system returns an Internet Communication Framework error indicating that the direct connection to servicos.portaldasfinancas.gov.pt on port 701 was refused (NIECONN_REFUSED).
