3800894 - Embedded PCC UI5 apps in ec are unresponsive; direct url works (clickjacking allow list)

• In Employee Central, embedded Payroll Control Center (PCC) UI5 apps (for example, Manage Payroll Activities, Manage Alerts) load within the Payroll screen but UI elements are unresponsive and cannot be interacted with.
• Opening the same PCC UI5 app URLs directly in a new browser tab results in normal interaction.
• Browser console indicates SAPUI5 FrameOptions clickjacking protection (sap/ui/security/FrameOptions) is preventing interaction.
• The backend allow list service at /sap/public/bc/uics/whitelist/service returns {"framing": false} for the Employee Central parent origin.
