3801077 - JDBC receiver to on-premise SQL Server fails with "SQL Server did not return a response. The connection has been closed" after TLS_RSA cipher disablement in Cloud Integration

• Outbound communication from SAP Cloud Integration (former CPI) to an on-premise Microsoft SQL Server through a
  JDBC receiver adapter fails.

• Messages are received into Cloud Integration successfully, but delivery to the
  database fails during the connection attempt.

• The following error appears in the CPI message processing log:
  Error: (unexpected_message) SQL Server did not return a response. The connection has been closed. ClientConnectionId:<guid>: com.microsoft.sqlserver.jdbc.SQLServerException

• The Cloud Connector to the target system reports as reachable, and the network path (TCP) is open. The failure
  occurs during the TLS handshake, not at connection establishment.
