3801201 - CM01 – Choose Fields: Up and Down buttons to reorder fields are missing

In capacity allocation transactions (such as CM01, CM02 or CM07), when accessing the "Choose Fields" window, the up and down arrow buttons to reorder selected fields are not available. The user may expect these buttons to be present based on behavior observed in other transactions, such as COOIS. 

No UP or DOWN buttons available.
