1. Open the SAP Fiori launchpad.
2. Search for or navigate to the app "Change Purchase Requisition".
3. Observe that no tile/app launcher for this app is available and the app cannot be accessed.

It is a standard system behavior that users cannot find the App Change Purchase Requisition in the public cloud system. Because through the fiori Apps library, it can be seen that for App Change Purchase Requisition, there is no App Launcher Title(s) information. If tile exists, users can view this field "App Launcher Title(s)" in the fiori Apps library, and the name of this title is the name of the App. 

In fact, App Change Purchase Requisition does not have this field, so it does not have a corresponding tile in the system.
