3801391 - Treasury general settings transactions are not maintainable after upgrade (S_ALR_87007928, S_ALR_87009302, S_ALR_87007933)

• After a release upgrade, the treasury general organizational settings transactions cannot be used: S_ALR_87007928 (define portfolio), S_ALR_87009302 (define trader), S_ALR_87007933 (define user data).
• The error occurs whether the transactions are started via the implementation guide (IMG) or directly by transaction code.
• When accessing via SM30, the following views show restricted maintenance: V_TWPOB and V_TZDEA (and related objects). Error texts observed include: "View/table xxx can only be displayed and maintained with restrictions."
