3801488 - isql fails with 'invalid context version' after upgrade to 16.1 on windows due to system32 open client dlls

Symptom

  • isql connections fail with: "The context allocation routine failed. The following problem caused the failure: Invalid context version. An error occurred when attempting to allocate localization-related structures."
  • The saphostctrl LiveDatabaseUpdate TASK=UPDATE_ASE completes successfully, and connection/credential validation via host agent succeeds; the failure occurs only with isql.
  • Error: 3689, Severity: 17, State: 1 — Cannot allocate shared memory as 'max memory' limit has been reached.
  • Error: 10331, Severity: 14, State: 2 — Permission denied; requires MANAGE SECURITY CONFIGURATION.
