3801535 - Proficiency Level Change workflow approver cannot see the change details

When the Proficiency Level Change approval workflow is triggered the approver receives the workflow, can see the employee details in the workflow, but the proficiency level change details are not visible.

1. Trigger the Proficiency Level Change Workflow
2. Proxy as the approver
3. Open the workflow request
   1. Employee details are visible
   2. The proficiency level change details are hidden

The approver is missing the Growth Portfolio View permission with the target population including their own self.

Note: this happens despite the Workflow having the configuration 'Respect Permission' set to No in the Manage Organization, Pay and Job Structures tool.

Provide the approver the Growth Portfolio > View permission, that includes themselves in the target population.
