3801708 - Colombia Electronic Payroll iFlows Fail to Deploy

Symptom

After copying the standard integration package "SAP Document and Reporting Compliance: Electronic Payroll for Colombia" version 1.0.1 in SAP Integration Suite and configuring the iFlows "Colombia Send Payroll" and "Colombia Get Payroll Status" according to the package documentation, both iFlows remain in error status after deployment. No messages are processed because the iFlows never reach an operational state.
