3801727 - Error BP603 when creating Service PO from PR with BAPI - SAP ERP & SAP S/4HANA

Symptom

When creating a service Purchase Order with reference to a Service Purchase Requisition through BAPI_PO_CREATE1, the error BP 603 - "Item WBS element budget exceeded" is raised.

In transaction ME21N, the Service PO can be created from the Service PR without errors.
