3801768 - External Hook — "Manual Action Required" Status After Change Project Transport

After activating a Change Project in a target tenant, an External Hook configured under Settings > Extensibility > Extensibility Administration > External Hooks shows the status Manual Action Required. The External Hook appears to have been transported correctly, but it cannot be executed. The same status appears after every new initial load import into the target tenant.
