3801807 - Custom Logic Transport Fails in Activate Phase — Runtime Generation Error

After activating a Change Project in a target tenant, the publish process fails during the Activate phase with an error referencing the Business Expression Engine service. The Change Project UI shows an error message such as "Unexpected response from business expression service when trying to create expression". Custom Logic rules that were successfully active in the source tenant are not activated in the target tenant after the transport.
